Development of Execution Economics

• More than five decades of practical foundations
The ideas behind Execution Economics grew from Peter Fritz's more than 50 years of experience in business, entrepreneurship and institutional decision making, including a recurring observation: good decisions do not necessarily produce good outcomes. The capacity to implement them matters too.

• 1997 onwards | Policy and implementation experience
The establishment of Global Access Partners (GAP) in 1997 provided a broader setting in which these ideas could be explored through practical policy work. GAP's programmes across government, business, academia and civil society have consistently focused on how policy decisions can be translated into action and outcomes.

• 2025 | Execution Economics and Decision Sovereignty take shape
These accumulated practical insights were formalised into a theoretical framework during 2025. Peter Fritz AO coined the terms 'Execution Economics' and 'Decision Sovereignty' as the theory took shape. Execution Economics became the overarching framework for examining how institutions translate decisions into outcomes, with Decision Sovereignty describing their capacity to authorise, implement and sustain decisions.

• December 2025 | First peer-reviewed publication
Decision Sovereignty entered the published academic record in 'Introducing decision sovereignty: A missing transmission variable in models of implementation' published in the Journal of Behavioural Economics and Social Systems. The article proposed Decision Sovereignty as a missing link between decision quality and realised outcomes.

• 2026 | From proposition to formal framework
The initial proposition was developed into a broader theoretical and analytical framework, including the relationship between decision quality and Decision Sovereignty, the Decision Sovereignty Index (DSI) and its constituent dimensions of Authority, Control, Execution-relevant Information and Veto exposure.

• May 2026 | Decision Sovereignty monograph published
GAP published Decision Sovereignty: A Theory of Execution in Prediction-Rich Economies, which brought together the theory, formal definitions, mathematical framework, measurement methodology and applied cases.

• 21 May 2026 | Execution Economics research programme launched
GAP launched the dedicated Execution Economics research programme and ExecutionEconomics.au, creating a platform for the continuing development, testing and application of Execution Economics and Decision Sovereignty. The programme brings together the framework, methodology, publications and applications.

• April-July 2026 | Case-based development and testing
The framework was applied to policy and institutional cases, testing how differences in Decision Sovereignty help explain the transmission of decisions into outcomes.

• 8 July 2026 | Presented to the economics profession
Peter Fritz AO presented 'Execution Economics: Decision Sovereignty and the Transmission of Decisions into Outcomes' at the Australian Conference of Economists 2026 in Canberra, bringing the developing framework to the Australian economics profession.

• 2026 onwards | Research, testing and application
Execution Economics and Decision Sovereignty continue to develop through publications, case studies, academic and professional engagement and proposed research projects and institutional applications in Australia and internationally.
